I. Introduction to Hainan University
Established on Hainan island in 1958, Hainan University is one of the first batch of national "World-Class Discipline Construction Universities”, a national "Project 211" Key University, and a "Joint Construction" University by the Ministry of Education and the People's Government of Hainan Province.
Both domestically and internationally, the island province has long enjoyed a reputation as a livable, ecologically friendly tourist paradise. Beginning in 2018, China started a national scheme to turn this pearl of the South China Sea into a dazzling modern-day wonder of an island-wide free trade port. The first of China’s globally recognized “Well-being Cities”, the city of Haikou—where Hainan University is located—is not only ranked as “the happiest city” in China, it is also a key economic powerhouse for the Free Trade project and one of the fulcrum cities for the “One Belt One Road" New Silk Road Initiative.
The University has 41,000 full-time students studying for degrees in 77 majors in 11 principle disciplines (philosophy, economics, law,education,literature, science, engineering, agriculture, medicine, management, and art). Rapid development over the past years has led to the university becoming home to 2 Key National Laboratories, 4 Ministry of Education Key Laboratories, 1 Ministry of Agriculture Key Laboratory, 13 Academician Workstations, 21 Academician Team Innovation Centers, and 67 provincial and national level scientific research platforms and innovation bases. Leading scientists and scholars that have taken up posts at the institutions include a Chinese Academy of Sciences academician, a Canadian Academy of Engineering engineer, an Engineering Academy of Japan engineer, and more than 30 talented individuals who have been nationally recognized by projects such as the Changjiang Scholars Program, the National Science Fund for Distinguished Young Scholars, and the National Special Support Plan for High-Level Talents (also known as the “Ten Thousand Talents Program”). The current president, Professor LUO Qingming, an Academician of Chinese Academy of Sciences, specializing in biomedical photonics, is leading Hainan University towards achieving its inspiring new goals.
Being propelled by both national strategy and local development needs—and in accordance with the principal of "Urgent National Requirements, World-Class Standards"—Hainan University has been synergistically building itself into a domestic first-class university with world-class disciplines. To achieve this ambitious goal, the academic pioneers have been adhering to the development tenets of "Leading, Specializing, Bridging, and Innovating". While relying on the island’s unique political and geographical advantages, the administration and faculty have also been acting to create a “Priority Academic Group” in the seven key fields of "Free Trade Development and System Innovation", "Ecological Civilization", "Cultural Tourism", "Efficient Tropical Agriculture", "Marine Technology", "One Health", and "Information Technology”.

II. Forum Introduction
With an ambitious outward facing goal, Hainan University aims to bring together outstanding scholars (from all over the world and with different academic backgrounds) to conduct seminars and initiate cooperation in cutting-edge research subjects. To this end, the University will host the 3rd International Young Scholars Forum and "CSC Scholars Meeting" (hereinafter referred to as the “HainanU Forum”).
This is the third year since the inaugural HainanU Forum. Previous forums have seen a large number of excellent domestic and international scholars join with scholars from Hainan University to become part of the framework which is supporting the university in making huge developmental leaps. More than ever, the university is eager to have promising young talents become part of our family, and for them to develop personally as they help us develop institutionally. Coming to Hainan is about more than just enjoying our blue seas, blue skies, green trees, and white sand beaches, it is also about helping write a new chapter for a new historical era.
Per the seven key fields mentioned above, the HainanU forum’s subforums will be on “Free Trade Port Development and System Innovation”, “Ecological Civilization”, “Cultural Tourism”, “Efficient Tropical Agriculture”, “Marine Technology”, “One Health”, and “Information Technology”.

III. Applicant Requirements
1.Talents under 40 (age limit may vary) with outstanding achievements and/or excellent academic potential;
2.Doctorate holders from renowned international universities, or doctorate holders from renowned domestic universities who have overseas experience in well-known international universities, research institutes, or R&D (research and development) divisions of major companies;
3.High-level talents currently working in domestic or international scientific research institutions or universities.
IV. Registration Process
1.Application deadline is November 15th. Applicants need to finish online registration and indicate online or on-site preference during registration (On-site participants must be currently located in China and must have no plans to travel abroad prior to the HainanU Forum.)

2.Acceptance Decision: All applications will be processed in batches by November 25. Invited scholars will have one week to respond to the invitation and confirm their participation. Information concerning online participation will also be provided. Therefore, we would like to urge you to regularly check your registered email (including the spam filter) for new messages.
V. Forum Agenda

VI. Travel and Accommodation Support
All on-site attendees will be reimbursed up to CNY 5,000 per person for domestic round-trip airline tickets (economy class only) and will be provided with free room and board during the Forum.
VII. Salaries & Benefits
(1) High-level talents will have the following enticements:

1.Leading scholars or key personnel with outstanding academic records and abilities can—via “one case, one deal” negotiation—receive specific compensation from the University on the basis of the achievements they’ve made over the past five years and their contract objectives.
2. The University’s special hiring committees can directly recognize outstanding young professionals as senior professionals.
3.Outstanding scholars will be given priority in recommending Hainan Provincial "Nanhai (South Sea) Masters" and "Nanhai Masters Youth Projects”. If selected, the province will respectively award them with talent subsidies of CNY 500,000 and CNY 300,000.
(2) Related provincial level support for the introduction of high-level talents:
1. Housing: Leading Talents (Category C) or above—once recognized and registered—can apply for a rent-free Talent Apartment of 150, 180, or 200 square meters in size. After working full-time for 5 years, the government will transfer 80% of the apartment’s property rights to the talent free of charge with the other 20% provided upon 8 years of employment. Top-Notch Talents (Category D) or Other Talents (Category E) can respectively apply for housing rental subsidies or house purchase subsidies of 5,000 yuan/month and 3,000 yuan/month (accumulatively issued for no more than 3 years).
2.Commercial health insurance (valued at no less than CNY 6,000 per year) and an annual health check is provided for free for all full-time Category C and above talents working in Hainan.
3.Children's education, spousal employment opportunities, and medical security are among the other benefits available.
